Abstract

Between 1880 and 1930 the country did not have a state power with sufficient economic capacity to promote the development of infrastructure works in the various regions, before which some private initiatives arose that made up for this deficiency. This was the case of the engineer Louis L. Bogaert, who built an irrigation canal, seven kilometers long, in the small community of Mao for the planting of rice and other crops, from which a powerful agricultural estate was established. Which became the main source of employment in the entire Northwest Region, in addition to serving as an incentive for its inhabitants to emulate it by building a second canal and assimilating the techniques of mo- dern agriculture.
